Presentación Exports by State (ETEF)

Information on economic activities related to exports such as Agricultural, Non-oil Mining, Oil Extraction and Manufacturing Industries is presented, linking the information of customs records with that of Economic Censuses, Manufacturing Surveys and Mining Statistics, based on the Statistical Business Register of Mexico (RENEM).
In May 2013, the INEGI announced the measurement of the characteristics of the manufacturing enterprises that participate in the foreign trade of merchandise, linking the information of the customs records with the surveys that provide information of manufacturing establishments, which made it possible to generate the Profile of Export Manufacturing Enterprises for the first time.
Likewise, in September 2013, the Ministry of Economy and the INEGI signed a collaboration agreement for the generation of export statistics by state, in order to address requests for information on foreign trade of merchandise with a regional disaggregation.
In this context, the available statistical infrastructure made it possible to identify the location of the economic units that participate in the production of merchandise for export, making it possible to assign these flows to the states of origin.
As a result of the above, in February 2014, annual information on exports by state was disseminated for the first time, allowing the export vocation of each state to be identified. In this sense, the INEGI began in March 2019 the dissemination of the Quarterly Exports by State, with the objective of providing society with information with greater timeliness and increasing the statistical offer with information on the exports of the country's states.
The information on sector 11 Agriculture, breeding and exploitation of animals, forest use, fishing and hunting, presents a statistical series that begins in the first quarter of 2018. Likewise, as of the publication of April 1st, 2024, the figures for the period 2018 - 2023 are adjusted due to the recovery of information, as well as updates to the information of the statistical projects used for its generation.
On April 1st, 2024, the information adjustment for sector 21 Mining for the period 2018 - 2023 is published due to updates to the information of the statistical projects used for its generation.
On April 1st, 2024, the information adjustment for sector 31 - 33 Manufacturing Industries, will be published for the period 2018 - 2023, in accordance with the Update Cycle of economic information generated by the INEGI and other internal guidelines, derived from changes in the update of the Monthly and Annual Surveys of the manufacturing industry, whose base is the year 2018; the update of expansion factors for production estimates based on information from the Economic Censuses 2019 and the adjustment of the International Merchandise Trade Statistics of Mexico.
The statistics of the Quarterly Exports by State (ETEF) aim to offer quarterly and annual information regarding the value of merchandise exports from the 32 states, which makes it possible to know the participation of each one in the sale of merchandise carried out by Mexico with the rest of the world.
In the case of manufacturing and non-oil mining activities, the observation unit is the establishment that participates in the production of merchandise for export. In agricultural activities, the observation unit is the enterprise dedicated to the production and/or commercialization of this type of merchandise.
Here are the definitions for the different observation units of the ETEF:
Establishment: Economic unit that, in a single physical location, settled in a place permanently and delimited by buildings and fixed installations, combines actions and resources under the control of a single proprietary or controlling entity to carry out some economic activity, whether for profit or not. It includes housing units in which economic activities are carried out, with the exception of those carried out for self-consumption;
Enterprise: Organization, owned by a single legal entity, which carries out one or more economic activities, with autonomy when making marketing, financing and investment decisions, and they have the authority and responsibility of distributing resources according to a plan or strategy of production of goods and services, it can be located or operate in one or more addresses sharing the same company name.
The information at the establishment level is obtained from the Economic Censuses, the Annual Survey of the Manufacturing Industry (EAIM), the Manufacturing Industry, Maquila and Export Services (IMMEX), the Monthly Statistics of the Mining-metallurgical Industry (EMIMM) and the Monthly Survey of the Manufacturing Industry (EMIM), based on the RENEM.
On the other hand, the administrative records of customs, which are the source of information for the generation of the International Merchandise Trade Statistics of Mexico, which are collected at the company level, are also used.
In order to standardize the observation units to link the sources of information, the RENEM is a fundamental element for the formation of enterprises, since it makes it possible to assign the amounts of exports corresponding to each of the enterprises’ establishments, according to the state where they are located.
Agricultural exports are distributed based on the data collected through the “Annual Module for Enterprises of the Agricultural, Manufacturing, Commercial and Services Sector”, which make it possible to identify the states of origin of agricultural products. In the case of natural persons, who are not part of the annual operation, the production of agricultural merchandise is identified based on the address reported in the customs records, as long as the product corresponds to the state(s) where it is produced.
Finally, for the allocation of oil exports, the administrative records of the National Hydrocarbons Commission Commission are used.

In generation of the the statistical linkage with customs records, recommendations from the following manuals have been considered:
- Manual of International Merchandise Trade Statistics. Concepts and definitions, 2010. United Nations (UN). In which countries are encouraged to integrate the foreign trade registry with the enterprise registry.
- International Merchandise Trade Statistics. Compiler Manual. United Nations (UN). Where more specific lines are presented to carry out the statistical linkage and examples of countries.
- Guidelines on the use of statistical business registers for business demography and entrepreneurship statistics. United Nations Economic Commission for Europe (UNECE). The use of the statistical business register as the backbone of linkage exercises stands out.
- Accounting for Global Value Chains: GVC Satellite Accounts and Integrated Business Statistics. United Nations (UN). It points out the usefulness of statistical linkage to understand the nature of global value chains.
The INEGI is implementing the Model for the Statistical and Geographical Process (MPEG), based on the Generic Statistical Business Process Model, developed by the United Nations Economic Commission for Europe (UNECE), which describes and defines the process of producing information applicable to the context of official statistics, which provides a standard framework and harmonized terminology, through the Technical Standard for the Production Process of Statistical and Geographical Information, published within the framework of the National System of Statistical and Geographical Information.
It is important to highlight that each statistical program that is used as a source of information for the calculation of ETEF implements recommendations from international and national organizations related to its scope of study, so we suggest that in case the user requires more details in this regard, they consult the methodological documentation of each product.
The quarterly series is available from 2007 to date for the sectors of Oil Extraction, Non-Oil Mining and Manufacturing Industries. The information for sector 11 Agriculture, breeding and exploitation of animals, forest use, fishing and hunting is considered as of the year 2018. The results are broken down into 26 SCIAN subsectors, three corresponding to Agriculture, breeding and exploitation of animals, forest use, fishing and hunting; two to Mining and 21 subsectors of the Manufacturing Industries. It is important to mention that the information on the subsectors of Agriculture, breeding and exploitation of animals, forest use, fishing and hunting; is only available from the first quarter of 2018.
