General Description
The INEGI is distinguished by being a state-of-the-art institution that responds to international standards in the generation of statistical and geographical information, which is why there is a commitment with society that its public servers maintain a high level of ethical behavior by establishing actions to promote and reinforce the integrity of the personnel and to prevent acts of corruption.
In this context, the performance and behavior of public servers of the Institute is governed by the Code of Ethics and the Code of Conduct for public servers of the National Institute of Statistics and Geography.
Ethics Committee
In 2014, the Ethics Committee was created with the purpose of serving as a consultative and advisory body in the application of the Code, in addition to fostering an institutional culture that favors ethical behavior and contributing to public servers knowing, understanding and applying the principles , values and integrity rules contained in the Code of Ethics; to propose normative provisions or modifications to existing ones to improve ethical behavior; and to know the behaviors contrary to the Code committed by public servers and in case of having elements/evidence, issue recommendations.
Institutional Integrity Program
The Program is annually approved by the Ethics Committee and establishes the actions that will be implemented in the Institute based on three guiding axes: Culture of Integrity, Prevention of Corrupt Practices and Monitoring of Unethical Acts; Among the main actions carried out are information and awareness campaigns, training and monitoring of possible corruption risks in institutional processes.
Other Prevention Mechanisms
The INEGI has a regulatory framework that contributes to transparency and the fight against corruption through a definition of the functions and responsibilities of each of its areas indicated in Organization and Procedure Manuals; in addition to policies of human, material and financial resources ; as well as accountability, applicable to public servers and available on a site of the Institutional Intranet called the Norms Repository.
In order to regulate the operations with bidders and suppliers, the INEGI has norms, dispositions and systems in the matter of Acquisitions, Leases and Services, which have been recognized by the Mexican Institute for Competitiveness (IMCO) as the best evaluated institution regarding how public purchases are made in Mexico, since according to the results of the Corruption Risk Index, it obtained an outstanding rating because it follows rigorous transparency and competence criteria in its purchasing processes.
It is worth mentioning that those who participate in competitive bidding for the INEGI must submit an Integrity Declaration Form and non-collusion, under oath to tell the truth, according to the established format in the Invitation to Bid Basis.
